ZONE_DEVICE pages need DEVMAP PTEs support to function
(ARCH_HAS_PTE_DEVMAP). Claim another RSW (reserved for software) bit
in the PTE for DEVMAP mark, add the corresponding helpers, and enable
ARCH_HAS_PTE_DEVMAP for riscv64.
