[PATCH -next 0/7] mm: remove cgroup_throttle_swaprate() completely

Convert all the caller functions of cgroup_throttle_swaprate() to use
folios, and use folio_throttle_swaprate(),  which allows us to remove
cgroup_throttle_swaprate() completely.
