Eliminate the following (rand)config warning by adding missing PROC_FS
dependency:
warning: (HWPOISON_INJECT && MEM_SOFT_DIRTY) selects PROC_PAGE_MONITOR
which has unmet direct dependencies (PROC_FS && MMU)
