It's not really limitation, It just doesn't make any sense to lower
RADIX_TREE_PRELOAD_NR not to RADIX_TREE_MAP_SIZE boundary, since we will
have to round it up anyway.
I made one more mistake: I've modeled not the situation I've describe, so
last -1 is wrong. Fixed in patch below.

I've reworked logic here to match RADIX_TREE_PRELOAD_MAX calculation math.
