Hmmm.....do we really need to do swap-in ? I think no.

BTW, it's not very bad to do this exchange under swap_lock. (if charge is done.)
Then, the whole logic can be simple.

IIUC, we do exchange in swap_cgroup[] under swap_lock(), we can do safe exchange
