Hmm, can't we use "MIGRATE_ISOLATE" pageblock type for this purpose ?
The page allocater skips pageblock marked as MIGRATE_ISOLATE at allocation.
(pageblock-size is equal to HUGEPAGE size in general.)

Of course, "where should be isolated" is a problem.
