Subject: [PATCH] resource: Update config option of release_mem_region_adjustable()

Changed the config option of release_mem_region_adjustable() from
CONFIG_MEMORY_HOTPLUG to CONFIG_MEMORY_HOTREMOVE since this function
is only used for memory hot-delete.
